About us
The Institute for European Policies and Reforms (IPRE) is an independent, apolitical, and non-profit think tank based in the Republic of Moldova, founded in 2015 by a team of national and international experts, former public officials and career diplomats. IPRE is specialized in research, analysis and advocacy of policies in the areas of public administration, good governance, rule of law, public finances, economic and community development.
IPRE’s mission is to accelerate Moldova’s European integration by promoting systemic reforms, strengthening participatory democracy, and enhancing citizens’ role in national and local decision-making processes.
Our key priorities include:
- advancing Moldova’s EU accession process;
- ensuring the integrity, efficiency, and independence of the justice and anti-corruption system;
- supporting public administration reform at central and local levels; promoting national security and reintegration policies;
- accelerating digital transformation;
- and empowering young people and young professionals in public policy.
IPRE is recognised as one of Moldova’s leading think tanks in European integration and governance reform. It serves as a reference centre for applied research, policy dialogue, reform monitoring, and multi-stakeholder engagement at national and regional levels. Through its work, IPRE contributes to strengthening institutional resilience, democratic accountability, and social cohesion.
IPRE is a member EU–Moldova Civil Society Platform, EaP Think Tank Network, the National Platform of the Eastern Partnership Civil Society Forum, Coalition of Free and Fair Elections (CALC), the OSCE Network of Think Tanks and Academic Institutions, SELDI and cooperates with TEPSA and numerous European and US think tanks and academic institutions, including within Horizon Europe projects. IPRE representatives are members of the the National Committee for European Integration observer members with the European Economic and Social Committee. Since its establishment, IPRE has implemented over 100 projects in partnership with national, European, and transatlantic organisations, with support from the European Commission, EU Member States, the United Kingdom, UNDP, NATO, OSCE, and international foundations such as Open Society Foundations, Soros Foundation Moldova, the European Endowment for Democracy, Konrad Adenauer Foundation, Hanns Seidel Foundation, and Friedrich Ebert Foundation. Together with Expert-Grup and CRJM, IPRE is co-funder of the European Consumer Centre of the Republic of Moldova (ECC Moldova).
IPRE is co-organiser of the Moldova Security Forum, Moldovan European Integration Forum, Moldova Reintegration Forum,European Think Tanks Conference.
One of the flagship project in civil society strengthening is the EU-supported project “Civil Society for European Integration”, implemented in partnership with Expert-Grup, Institutum Virtutes Civilis and Friedrich Ebert Foundation. The project enhanced local CSOs’ participation in decision-making, strengthened local budget monitoring, and improved governance efficiency, while producing an Independent Monitoring Report on Moldova’s progress under Cluster 1 (Fundamentals) of the EU accession process. In the justice area, IPRE leads the #Justice4Moldova initiative that has a strong civil society development component, including expert monitoring through the Justice Experts Group (GEJ), policy dialogues, advocacy visits to Brussels, and training for investigative journalists and civil society representatives. IPRE also is part of the consortium led by GDSI contributing to the implementation of the EU’s EaP Civil Society Facility.
Through initiatives such as #Natolin4MoldovainEU, #CSOs4MIA, #CAPACITY4EU, #NEXT4EU, #CivilSociety4Integrity, #DigitalMoldova IPRE strengthens the capacities of civil society organisations and independent experts to engage effectively in policy development, monitor public processes, and support Moldova’s European integration agenda, particularly in the context of EU accession negotiations. IPRE has a strong record in media empowerment and strategic communication. Through #Natolin4MediainEU #Media4EUIntegration, partnerships with Radio Moldova (“Paralela 47”), and cooperation with national and European strategic communication actors, IPRE supports responsible reporting on EU reforms and counters disinformation. It also promotes digital literacy and e-governance awareness to foster informed public engagement. In recent years, IPRE has combined high-level policy expertise with citizen-centred outreach and inclusive dialogue. In 2025, it implemented nationwide strategic communication campaigns such as “Moldova e a mea” and “Rezultatul meu. Rezultatul Moldovei”, promoting unity, civic responsibility, and shared ownership of Moldova’s European future. Earlier campaigns, including “Familia mea. Familia europeană”and “Punem viitorul la adăpost”, mobilised youth and local communities around European integration and democratic values.
IPRE’s vision is that Moldova’s European integration represents the primary pathway toward a sustainable, inclusive, and resilient transformation of the country, grounded in the rule of law, social cohesion, and public trust in democratic institutions.
