25 young people with diverse ethnic profiles graduated from the second edition of the Public Administration School

The Institute for European Policies and Reforms (IPRE), with the support of the Office of the OSCE High Commissioner on National Minorities and the Embassy of the Kingdom of the Netherlands in the Republic of Moldova, organized on 19-24 February 2024 the second edition of the School of Public Administration for 25 young people from ethnic minority groups.

On the first day of the school, participants had the opportunity to learn more from Adrian Ermurachi, Co-Executive Director #IPRE, about the architecture of the state and the system of organization and functioning of the central public administration, as well as about the normative framework of the Republic of Moldova and the categories of normative acts. Also on this day, the participants visited the Equality Council, where they got acquainted with the activity of the institution, the problems faced by our society in the field of discrimination, but also how the rights of all citizens can be ensured.

On the second day of the school, participants had the opportunity to learn more about the architecture of the state and the system of organization and functioning of local public administration, as well as about the civil service and the status of the civil servant, and in the second part of the day, participants learned more from Iulian Groza, Executive Director #IPRE, about the process of integration of the Republic of Moldova into the EU,  what are the prospects and what the authorities need to do to speed up the accession process. At the same time, a meeting was held with representatives of the Ministry of Foreign Affairs of the Republic of Moldova, who made a presentation of the activities and priorities of the institution, as well as of the vacant positions within the Ministry.

On the third day of the School, Stanislav Ghiletchi, Deputy Director for Research #IPRE, conducted a training on the role of public policies, as well as on how solutions to complex problems of society can be identified in their elaboration. In the second part of the day, the participants had a study visit to the State Chancellery of the Republic of Moldova and the Ministry of Education and Research, where they got acquainted with the most important aspects of the institutions’ activity.

On the fourth day of the Public Administration School, participants learned more from Olga Tumuruc, Associate Expert #IPRE, about the digitization process of the Republic of Moldova, but also about what digital solutions are in the field of public administration. Also, Simion Ciochină, #IPRE communication officer, organized a training session in which they learned more about the basic principles of public communication, what communication in the public sector represents, who and what role has in the communication process of public authorities, as well as communication in crisis situations. In the second part of the fourth day, the participants went to the Presidency of the Republic of Moldova, as well as to the Agency for Interethnic Relations, where they discussed the importance of involving national minorities in strengthening interethnic relations.

On the last day of the Public Administration School, young people had the opportunity to learn more about minority rights and diversity, exploring the fundamental role of human rights for functional integration models, as well as developing policies for the integration of diverse societies: from analysis to planning and implementation. The training sessions were facilitated by international experts from the Office of the OSCE High Commissioner on National Minorities, Natalia Mirimanova and Maryna Budnyk.

After completing the Public Administration School, five participants will undertake a paid internship at one of the public institutions in the Republic of Moldova.
