IPRE organized the visit to Chișinău of a group of experts from Romania in the field of regional security and resilience building

The Institute for European Policies and Reforms (IPRE), in partnership with the Euro-Atlantic Center for Resilience from Bucharest (E-ARC), organized on September 26-27, 2022, a working visit in the Republic of Moldova on regional security and strengthening the resilience.

On Monday, September 26, Romanian experts had a series of meetings with representatives of the Presidency and Parliament of the Republic of Moldova, as well as the leadership of the Information and Security Service. In the second part of the day, IPRE hosted the Round Table “Strengthening the Resilience of the Republic of Moldova: needs and priorities in the context of developing a new Security Strategy of the Republic of Moldova”. During the event the participants addressed the key needs and priorities at the level of public institutions in the security sector, focused on increasing resilience and capacity to respond to internal and external challenges targeting the Republic of Moldova. At the same time, the key milestones that should be found in the new National Security Strategy were discussed as well. The event was attended by representatives of public authorities, civil society and diplomatic missions accredited in the Republic of Moldova.

On Tuesday, September 27th, E-ARC and IPRE experts organised the workshop “Resilience – from conceptual framework to pragmatic approaches”, which represented an opportunity to deepen the knowledge about the resilience – a concept that has become relevant over the past few years at Euro-Atlantic level. The workshop participants, experts from the competent national authorities in the field of security and defence, had the opportunity to clarify the ways in which resilience is defined and addressed at the level of the international community (EU, UN, NATO). Also, Romanian and Moldovan experts had an exchange on the ways in which Romania and the Republic of Moldova understand and apply the patterns provided by supranational organizations in the field of security and resilience. At the same time, there were discussed examples of good practices from the national experience and reflected the ways forward to strengthen national and regional resilience to possible crises that can be profiled in the short and medium term. In the second part of the day, the E-ARC experts met the representatives of the Ministry of Defense of the Republic of Moldova, as well as those from the Ministry of Foreign Affairs and European Integration.

Finally, #IPRE hosted episode 5 of the public discussion “#ResilienceTalks”, a product of E-ARC. During this edition, Ovidiu Raețchi, President of the Euro-Atlantic Center for Resilience, discussed with Mihai Popșoi, Vice-President of the Parliament of the Republic of Moldova, on strengthening the resilience of the Republic of Moldova. The discussion was moderated by Florin-Eusebiu Slăvitescu, E-ARC expert and was broadcast live by privesc.eu.

This visit is organized within the project “Increasing the role of research centers in supporting the national effort of European integration of the Republic of Moldova and the path of accession to the EU”, implemented with the support of the Open Society Foundation (OSF).
