IPRE launches two interactive dashboards to monitor Moldova’s accession to the European Union
EU Tracker and MD Progress. New intercative tools for an objective understanding of the negotiation process, based on the European Commission’s assessments
The Institute for European Policies and Reforms (IPRE) announces the launch of two interactive dashboards dedicated to monitoring the progress of the Republic of Moldova in the process of accession to the European Union. EU Tracker and MD Progress are available on ipre.md in Romanian and English. The products have been developed over the past weeks by the IPRE team with the support of artificial intelligence agents.
The objective of the two tools is to provide all interested stakeholders — namely public authorities, development partners, the media, civil society, academia and citizens — with a clear and accessible mapping of the progress and level of preparation of the Republic of Moldova in its accession negotiations with the EU. The data is built entirely on the European Commission’s annual assessments under the Enlargement Package, allowing users to follow the evolution across three consecutive years (2023, 2024 and 2025).
EU Tracker: preparation and progress on the EU acquis
EU Tracker offers a comprehensive overview of the Republic of Moldova’s level of preparation across the 33 chapters of the EU acquis, organised into 6 negotiation clusters, complemented by the political and economic accession criteria. For each chapter, the tool presents the level of preparation (from “early stage” to “good level”) and the annual progress recorded in 2023, 2024 and 2025, with the possibility to visualise the evolution over time and the accession negotiation timeline. According to the most recent European Commission assessment, Moldova reaches an average preparation level on the acquis of approximately 46%, with notable progress in the Competitiveness, Internal Market and External Relations clusters.
MD Progress — key recommendations to be implemented by 2026
MD Progress synthesises the 116 key recommendations of the European Commission, distributed across 40 areas, included in the European Commission’s 2025 Report. These recommendations are to be followed, implemented and monitored throughout 2026, in particular by September, with the next European Commission Report expected in autumn 2026 as the assessment milestone. The dashboard allows users to filter recommendations by level of implementation (partially, mostly, not implemented) and to navigate by area, from justice and anti-corruption to energy, agriculture and foreign policy. Implementing these recommendations requires a coordinated effort by the authorities, as well as active monitoring by development partners, the media and civil society.
“We need an objective picture of where we stand, how we are being assessed, what we need to do and how we reach the objective of concluding accession negotiations by 2028. An ambitious yet achievable goal, provided that all stakeholders involved clearly understand what they need to do and act jointly, in line with their respective roles and responsibilities,” said Iulian Groza, Executive Director of IPRE.
The development of the two dashboards also stands as a demonstration of how artificial intelligence agents can be used responsibly to make complex public policy processes more intelligible, transparent and accessible to the wider public. For a process as technical as EU accession, the ability to transform hundreds of pages of institutional reports into an interactive visual tool represents an important step towards more effective public communication and a better-informed participation in the European debate.
