Synthesis Report of Moldova Security Forum 2025: Key discussion points and policy recommendations for national and international stakeholders
The Institute for European Policies and Reforms (IPRE), in partnership with Konrad Adenauer Stiftung (KAS), the NATO Liaison Office in Moldova, and the Ministry of Foreign Affairs of the Republic of Moldova, publishes the Synthesis Report of Moldova Security Forum 2025 “Democratic Resilience: Strengthening Security and Unity in the Face of Hybrid Threats”.
This synthesis report reflects the key discussion points from the seven public sessions of the MSF 2025. The discussion points were structured to emphasize the view of national and international stakeholders who had speaking roles at the event, as well as domestic, regional and global perspectives over the issues examined throughout the sessions. The report also includes a list of policy recommendations for national and international stakeholders based on the inputs shared by the speakers and participants.
The second edition of the Moldova Security Forum (MSF) took place between 18-19 November 2025 and brought together over 450 participants from 32 countries – government officials, diplomats, international experts, journalists, academics, civil society leaders, and representatives of international organizations.
The event highlighted the urgent need to reinforce democratic resilience, counter hybrid threats, and advance mechanisms for regional cooperation. Speakers emphasized that security and democracy are inseparable and that European enlargement represents a strategic investment in the stability of the wider Black Sea region. Effective public communication, early warning, and coordinated action were underscored as essential components in responding to hybrid challenges.
