Call for the selection of an Evaluator to conduct the End-of-Project Evaluation: “Securing Integrity, Efficiency and Independence of the Justice System in Moldova –#Justice4Moldova”
The Institute for European Policies and Reforms (IPRE) as lead partner, in consortium with the Institute for War and Peace Reporting (IWPR), launches a call for expression of interest for the selection of an Evaluator to conduct the End-of-Project Evaluation: “Securing Integrity, Efficiency and Independence of the Justice System in Moldova – #Justice4Moldova”.
The project implementation period is March 2023 – August 2026
Overall objective of the project is to contribute to an increased role of civil society and media in supporting the independence, integrity, efficiency, and accountability of the justice system in the Republic of Moldova.
The purpose of this ToR is to select an evaluator to conduct an independent assessment of the #Justice4Moldova project. Both individuals and legal entities, residents / non-residents are eligible to apply for this call.
The evaluation will assess the project’s effectiveness, efficiency, impact, and sustainability, with a focus on:
- The extent to which the project achieved its objectives and outputs.
- The effectiveness of capacity-building, integrity checks, advocacy, and awareness-raising measures.
- The contribution of civil society, journalists, and policy experts to justice reform and anti-corruption efforts.
- The sustainability of practices and reforms supported by the project.
Deliverables and Timeline
The evaluation will take place between May – August 2026.
The evaluator will deliver:
- Inception Report: detailing evaluation design, methodology, and work plan. It will be consulted and validated by project team – by 15 May 2026.
- Report on Interviews/Surveys: outlining the key findings of evaluator’s discussions with relevant stakeholders about project activities and results – by 15 June 2026.
- Draft Evaluation Report, covering all evaluation dimensions with recommendations – by 15 July 2026.
- Final Evaluation Report, incorporating feedback, including executive summary, findings, conclusions, and recommendations – by 15 August 2026.
Required Qualifications
The evaluator should possess:
- At least 5 years of professional experience in evaluating international donor-funded projects (justice, anti-corruption, governance preferred).
- Expertise in civil society engagement in justice sector reform and rule of law.
- Strong understanding of the Moldovan justice and anti-corruption context.
- Demonstrated analytical, communication, and reporting skills.
- Knowledge and expertise in collecting and analyzing qualitative and quantitative data, including conducting interviews, elaborating monitoring indicators and using data for formulating causal links;
Application Procedure
Interested evaluators are invited to submit:
- Technical Proposal, including:
- CV of the evaluator;
- Description of the relevant experience, including previous experience in evaluating similar projects (preferably justice/governance-related);
- Detailed timeline of activities aligned with deliverables;
- References and recommendations.
- Financial Proposal, will be submitted in a separate email to [email protected] with cost breakdown in EUR (including all taxes and all the expenditures related to the task).
NOTE: The project is VAT exempt, thus the financial proposal submitted on behalf of companies shall be presented at VAT 0%.
Estimated level of effort: 22 working days.
