International Workshop on Hybrid Threats Held in Chișinău by IPRE and DGAP

On 6–7 November 2025, the Institute for European Policies and Reforms (IPRE), in partnership with the German Council on Foreign Relations (DGAP), hosted the workshop “Hybrid Threats and Authoritarian Interference in the EU’s Eastern Neighbourhood” in Chișinău. The event brought together 25 security researchers and policy experts from Armenia, Georgia, Ukraine, Romania, Germany, the United Kingdom, and Moldova.

Over the course of two days, participants examined key hybrid threats affecting the EU’s neighbouring states, including cyberattacks, illegal political party financing, electoral corruption, and online disinformation campaigns. Experts also discussed the tools and measures implemented by Moldovan authorities to counter external interference during the 2025 parliamentary elections, alongside lessons learned and best practices that can be applied across the region.

The workshop was organized as part of the “Eastern Partnership Think Tank Network” project, coordinated by DGAP with the support of the European Union.
