Policy Brief No. 7/2024 – An analysis of the European Village Programme – developments, funding and challenges

The analysis of the results for previous years, which accompanied the European Village Programme for the years 2024-2028, indicates that only 36% of the approved projects were completed within the 12-month deadline, suggesting difficulties in the management and execution of the projects.
In the 2022 edition, 970 million lei were allocated from the National Fund for Regional and Local Development (FNDRL) for 492 projects, with a total value of approximately 2 billion lei. However, there are insufficient details on the additional sources of funding that would cover the difference between the allocated funds and the value of the projects.
These discrepancies highlighted the need for a comprehensive re-evaluation and the establishment of predictability in the second edition of the Programme, to ensure that the allocated resources are used efficiently and that the local development objectives are indeed achieved.
In the document of the National Local Development Program “European Village” for the years 2024-2028, 497 approved projects are mentioned. However, the figure of 492 projects will be used for this analysis, as published on the website dedicated to the programme, where detailed lists of approved projects are available.
