Policy dialogue #Justice4Moldova on the implementation of the digital solution e-File system
The Institute for European Policies and Reforms (IPRE), in cooperation with the Ministry of Justice of the Republic of Moldova and the Superior Council of Magistracy, organized on Wednesday, February 7, 2024, a Policy Dialogue session entitled “Implementation of the IT e-File system. Challenges and solutions”.
During the event, the current situation in the field of E-justice was discussed, in particular the intermediate results of piloting the judicial e-File system, in particular about the functionality of the system, the needs and the timetable for extending the e-File at national level and for all litigants. The participants also tackled the importance of interoperability with other electronic platforms in the justice system and law enforcement institutions.
The event was attended by members of the Working Group on the implementation of the Judicial Information System, representatives of specialized public authorities, judges, prosecutors, lawyers, professional associations, representatives of development partners, as well as experts from civil society organizations.
Currently, the e-File system is piloted in eight courts, which will be extended to three more courts this year, and the main objective is its large-scale operationalization in 2025. E-File has an enormous potential to streamline the justice process, which already requires at this stage the evaluation of the piloting results and the initiation of the transition to implementation at national level. Another important aspect in implementing the E-file system is the phased completion of the paper-based duplication. The platform shall be used by all participants in judicial processes, with the exclusive use of digital signatures by all users. No less important is the popularization, information and training of users, which requires the implementation of a specialized education program in the field of digital solutions in the field of justice for representatives of all legal professions.
The participants in the discussion identified several short-term priorities, to be discussed and agreed on the institutional platforms of the Superior Council of Magistracy, the Ministry of Justice, the Agency for Court Administration, as well as courts, lawyers and other participants in piloting the judicial E-File system.
The event was organized within the project “Ensuring the integrity, efficiency and independence of the justice system in Moldova – #Justice4Moldova”, implemented by the Institute for Police and European Reforms (IPRE), in consortium with the Institute for War and Peace Reporting (IWPR), with the financial support of the European Union and co-financed by Soros Foundation Moldova.
