IPRE Publishes the 2025 Activity Report and Reaffirms Its Commitment to the Republic of Moldova’s European Path
The Institute for European Policies and Reforms (IPRE) publishes its activity report for 2025, an anniversary year in which the organisation celebrated a decade of activity and reconfirmed its role as an independent and relevant think tank, both nationally and at European level.
Over its 11 years of activity, IPRE has consistently contributed to promoting European integration, strengthening the rule of law, good governance, and advancing the systemic reforms necessary for the Republic of Moldova.
The year 2025 also marked a new institutional stage for IPRE, with the election of a new Board, aimed at strengthening the institute’s governance and reinforcing its commitment to the highest standards of integrity and professionalism.
At the same time, IPRE recorded significant results:
- 26 projects implemented;
- 28 studies and analyses published;
- 35 public events organised, with over 1,625 participants;
- over 151,000 website visitors;
- over 400 media appearances by IPRE experts.
Among the year’s key achievements:
- the launch of the second edition of the Constitutional Codex, in partnership with the Constitutional Court of the Republic of Moldova, the Centre for Constitutional Law and Political Institutions within the Faculty of Law of the University of Bucharest, in cooperation with the Ministry of Justice of Romania and the Ministry of Justice of the Republic of Moldova;
- the organisation of the European Think Tank Conference in Chișinău, with the support of the European Union and the German Marshall Fund of the USA, bringing together over 100 officials, representatives of public authorities, think tanks, civil society, and academia from the European Union, the United States, the Republic of Moldova, Ukraine, and the Western Balkans;
- the co-organisation of the second edition of the Moldova Security Forum, in partnership with the Konrad Adenauer Foundation Moldova, the Ministry of Foreign Affairs of the Republic of Moldova, and the NATO Liaison Office in the Republic of Moldova, with the support of European and international partners. The Forum gathered over 450 participants from 32 countries, including government officials, diplomats, international experts, journalists, and representatives of academia, civil society, and international organisations.
Furthermore, IPRE contributed to the organisation of major dialogue platforms, such as the Forum for European Integration of the Republic of Moldova, the EU Accession Exchange Forum in Kyiv, and the Black Sea and Balkan Security Forum in Bucharest. The organisation’s activities also included advocacy visits to European and transatlantic capitals including Brussels, Paris, Berlin, Warsaw, Prague, and Washington.
In parallel, IPRE expanded its cooperation with public authorities, civil society organisations, and media partners through training programmes and policy dialogues dedicated to the EU accession process. Of particular note is the strengthened partnership with the College of Europe in Natolin and the Soros Foundation Moldova. These efforts are carried out in cooperation with relevant networks and platforms, including the EU–Moldova Civil Society Platform, the Eastern Partnership Civil Society Forum, the Coalition for Free and Fair Elections (CALC), and the EaP Think Tank Network.

Looking ahead, we are convinced that the coming years will be decisive for the Republic of Moldova’s European path. IPRE will continue to contribute with independent expertise, constructive dialogue, and concrete initiatives so that citizens’ European aspiration becomes a reality,” said Iulian Groza, IPRE Executive Director.
