CALL FOR APPLICATIONS for selecting an expert in the field of good governance for the implementation of the Project “Strengthening the Consumer Protection Framework in Moldova

The Institute for European Policies and Reforms (IPRE) announces a competition for the selection of an expert in the field of good governance for the implementation of the Project “Strengthening the Consumer Protection Framework in Moldova.

The purpose of this call is to contract an expert in the field of good governance who will:

• Conduct a comprehensive mapping of institutions in the field of consumer protection.
• Elaborate a Gap analysis between the current situation in Moldova related to consumer protection framework and EU directives in this field.
• Prepare a set of recommendations for relevant institutions to adjust the legal framework in line with the mentioned gap analysis.
• Implement an awareness raising campaign on consumer protection.
• Assist and mentor 1 subgrantee from mass media organizations.

The activity is part of the project “Strengthening the Consumer Protection Framework in Moldova” implemented by AO Institute for European Policies and Reforms (IPRE), as implementing partner in a consortium led by the Think Tank “Expert-Grup”, in partnership with Soros Foundation Moldova. The project is funded by the European Commission and Soros Foundation Moldova and will be implemented between January 2024 and June 2026.

Submission of the application:

In order to participate in the contest, interested candidate will submit in electronic format to [email protected] by March 29, 2024, at 18.00, the following documents:

a. The technical offer that should include:

• CV in English, indicating for what expert position/positions they are applying (recommended EuropeAid format);
• – Methodology (i.e. general description of the implementation vision, which will include an indicative work plan for carrying out the tasks assigned to the expert position for which the candidate applies as per the ToR)

b. The financial offer indicating the net daily rate to be paid for a full working day (8 hours) (using the template provided).

NOTE: The financial offer will be submitted based on the model form available here.

The candidate will expressly indicate in the technical offer and in the title of the email the position for which he applies – Expert 6 (good governance). Incomplete offers and submissions after the deadline will not be considered.
