IPRE has developed a training toolkit aimed at strengthening skills in developing public policies in the justice sector
The Institute for European Policies and Reforms (IPRE), in partnership with the Institute for War and Peace Reporting (IWPR), within the #Justice4Moldova project, funded by the European Union and co-financed by Soros Foundation Moldova, developed a training toolkit on policy development, monitoring, promoting dialogue and advocacy activities in the justice sector.
The guide aims to explore and provide a detailed understanding of the life cycle of public policies, as well as to provide support in carrying out effective promotion campaigns. Particular emphasis in the guide is on the field of justice, which currently plays a key role in the process of the European integration of the Republic of Moldova.
The toolkit is structured in two distinct modules, each contributing to a deeper understanding of the process of development and implementation of public policies in the justice sector.
The first module focuses on the main concepts, tools and methods of developing and monitoring public policies, and focuses on the process of strategic planning of public policy documents. Here are highlighted important steps such as: initiation, elaboration, approval, implementation, monitoring and evaluation. Particular emphasis is placed on the framework for monitoring and evaluating public policies. As an example, the Strategy on ensuring independence and integrity in the justice sector for 2022-2025 and the Action Plan for the implementation of the Strategy are used as a case study, which aims to increase the understanding of the normative and institutional tools necessary for effective monitoring and evaluation, as well as for understanding the subtleties of this central document in the justice sector.
The second module focuses on effective techniques to carry out an impactful advocacy campaign. Greater emphasis is placed on formulating goals that take into account the political climate and likelihood of success. The module also addresses the importance of public communication, providing theoretical and practical guidance for writing analytical notes and op-eds. In addition, techniques are presented to make these documents reach the general public and decision-makers.
