Representatives of civil society and legal professionals recently in September 28-29, 2023, took part in a Training Program on public policy development, monitoring, policy dialogue and advocacy activities in the justice sector. The event was organized by the Institute for European Policies and Reforms (IPRE), in partnership with the Institute for War and Peace Reporting (IWPR) within the #Justice4Moldova project, funded by the European Union and co-financed by Soros Foundation Moldova.

 

The #Justice4Moldova Programme aimed at building capacities of 14 participants in in the independent development of public policies, monitoring, strategic dialogue and advocacy activities in the field of justice policies, thus contributing to the promotion of a transparent, systemic and accountable process of justice sector reform in Moldova.

“I learned a lot of new things at this training and I am convinced that all these will be very useful in my practice, career and in general in the activities I carry out professionally. First of all, it is important for us to understand what it means to write a public policy document, what it means to monitor a public policy document and what it means to evaluate the impact of this document in society and in the processes that take place”, said Angela Popil, lawyer and participant in the training.

At the same time, Petru Iarmaliuc, prosecutor, believes that: “This program is welcome for professionals in the field of justice – prosecutors, judges, lawyers, but also in other fields. This possibility offers all of us to better understand the initiation, path, development of public policies in the field of justice. I hope that public policies in the justice sector will be successful when everyone is successful, when everyone is fully involved in the development and implementation of these policies.”

Also, another participant in the program, Irina Moraru, civil servant, mentioned that: “We made the difference between public policies and public policy documents, but also the difference between planning and public policy documents. But, most interestingly, I liked and it is really useful for my future career everything related to ways of communicating information, because it matters a lot to convey to your interlocutor what you really want to convey. I am very grateful to have participated in this exercise and I want to participate in much more detailed exercises in the future and with many more examples in this area.”

The training program included practical exercises, cases studies, working in mixed groups of professionals, presentations, but also thematic discussions on public policies in the justice setor. All training documents will be integrated into a program toolkit, which will subsequently be available to all justice professionals and public policy specialists.
