Project: Capacity building for the civil servants to apply revised ex-ante and ex-post assessment guidelines

Implementation period: May – September 2022

General context: Volume 1 of the Methodological Guide for ex-ante analysis of the impact of public policies was developed by the State Chancellery back in 2011 (another 3 volumes with examples of ex-ante analysis were published in the next couple of years). In 2014, the Methodological Guide for mid-term and ex-post evaluation of public policies was published. The adjustment of these guidelines in 2022 confirms the movement toward evidence-based policymaking in the public administration of the Republic of Moldova. The activities of the project will support the efforts of the authorities in capacity building, so that the use of guides becomes a common practice in the work of civil servants, and citizens to benefit from better services and living conditions.

Planned activities:

– Conceptualization and delivery of training for civil servants;

– Formulation of recommendation for the fine-tuning of the assessment guidelines based on the lessons learned from trainings.
