Towards an Early Warning Mechanism for the Republic of Moldova

On Thursday, 25 March 2021, the Institute for European Policies and Reforms (IPRE) organized an online workshop discussing the IPRE study entitled ” A Hybrid War Early Warning Model: Towards an Early Warning Mechanism for the Republic of Moldova”.

The meeting was opened with the interventions of Ana Revenco, Adviser to the President of the Republic of Moldova, Secretary of the Supreme Security Council and Floris Van Eijk, Chargé d’affaires a.i. of the Embassy Office of the Kingdom of the Netherlands to the Republic of Moldova.

The author of the study Dr. Dumitru Mînzărari, IPRE Associate Analyst and international project co-expert, dr. Arlinda Rrustemi, strategic analyst at the Hague Center for Strategic Studies presented the main elements and recommendations of the study proposing an early warning model to identify the security risks and signs of hybrid waragainst the Republic of Moldova. A distinct element of model is that it could be applied both by the competent nationalauthorities to enable the identification of security risks for the rapid response needs, as well as by representatives of civil society and the media for the monitoring of hybrid threats. The model was discussed with representatives of the competent national public institutions, experts from civil society and think-tanks, as well as with representatives of the development partners of the Republic of Moldova who participated in the event.

The next steps will be to publish of the final version of the study and carry out a soft pilot exercise of the proposed model by drawing up a report to mapping hybrid security risks to be presented later this summer by IPRE.

It should be noted that the initiative comes in the support for a vision for the creation of a national early warning and early response mechanism of hybrid security threats provided by the Information Security Strategy of the Republic of Moldova. Another important objective of IPRE is to contribute to an enhanced dialogue and interaction between the national authorities and non-state actors on national security topics.

The event was organized within the project ” Delivering an Effective Early Warning Mechanism for Addressing the Hybrid Threats “, implemented by the Institute for European Policies and Reforms with the support of the Embassy Office of the Kingdom of the Netherlands to the Republic of Moldova.
