Study “Implementation of the EU-Moldova Association Agreement in the context of the pandemic. Adjusting financial policies and instruments in order to ensure the sustainability of the EU integration path ”
On Thursday, 20 August, 2020, starting with 10.00, Iulian Groza, IPRE Executive Director will moderate an online public event presenting the Study “Implementation of the EU-Moldova Association Agreement in the context of the pandemic. Adjusting financial policies and instruments in order to ensure the sustainability of the EU integration path ”. The study is signed by Natalia Gavriliță, former Minister of Finance of the Republic of Moldova within a research project supported by the Konrad Adenauer Foundation.
The event will be opened by Dr. Martin Sieg, Director, KAS Representation in Romania and the Republic of Moldova. After the presentation of the study, experts Sergiu Gaibu, Program Director, Expert-Grup and Ion Butmalai, Program Director, Center for Entrepreneurship and Economic Policies will discuss the findings and recommendations of the study. The event is organised within a partnership of IPRE with the KAS Foundation and will be broadcasted online on the Facebook page of the Foundation.
Abstract of the Study: This paper outlines the current and expected consequences of the Covid-19 pandemic on the political and economic institutions in Moldova and presents some considerations for improving policies and financial instruments for the implementation of the Association Agreement. The analysis is particularly focused on the consequences of the economic crisis on small and medium enterprises, and the resulting impact on European integration. It takes an ‘institutions’ approach to Europeanisation, positing that economic institutions should not be just growth-enhancing, but also contribute to a European-style development, with strong democratic institutions and respect for human rights. The paper argues that a more pronounced focus on supporting business development and growth is required and puts forward a case for the creation of the Moldovan Enterprise and Growth Fund, a locally-anchored hybrid fund that would provide flexible financing and support enterprise growth based on sound corporate governance principles.
